Best ways to turn a PDF into an editable document

An editable document can mean a plain-text note, a formatted Word file, or a searchable scan. Pick the output first. Otherwise it is easy to spend time reconstructing a layout when all you need is the text, or to extract text and lose the table you meant to edit.

Test a representative page

Use the page most likely to show the difference between approaches. If there is a table, pick a row where two adjacent columns contain similar numbers. If the document uses a sidebar, check whether the extracted text jumps into it in the middle of a paragraph. If a source has names or symbols in more than one script, include those in your check.

For a report you only need to quote, plain text is usually enough. For a contract template you are authorized to edit, begin with its source if available. When you have only the PDF, manually review headings, clause numbers, references, and page breaks in the converted output. Retain the source as a reference.
