How much smaller will my PDF get?

Will I still be able to select text?

Compression turns pages into images, so text is no longer selectable. Keep the original if you need to copy text from it.

Which level should I use for government form uploads?

Start with Medium. If the file is still over the limit, try Strong. Check the preview size before downloading.
